The Institute of Forensic Medicine is the main investigative-scientific institution under the Ministry of Justice. The Institute of Forensic Medicine has as its object of study in forensic expertise: living persons, dead persons, skeletons, skeletal remains, material and biological evidence, as well as case materials. On 25.01.2014 the Albanian government signed the "Order no. 21" with the object: "For the approval of the structure and organization of the Institute of Forensic Medicine". A doctor without a scientific degree, without merit, without a competition and with a contaminated past was placed at the head of the Institution, the government also entrusted him the selection of new investigative-scientific staff. The project was quickly implemented by removing experts with integrity and scientific degrees and replacing them with doctors without professional training, according to political convictions and without proper scientific experience, also accepted and expert doctors with a professional background that leave to wanted. The Institution of Forensic Medicine restructured in the official documents (Acts of Medical - Legal Expertise) has presented arguments and scientific conclusions which unfortunately are not found in any literature at the national level, also their findings are not found in any international literature. In the content and conclusions of the acts of expertise have been many objections, some of them are part of the debate in the judicial institutional system (in the courts). Below we present some of the “scientific achievements” of the Institute of Forensic Medicine directed by Mr. B. Xhemali, which we believe and hope that we will soon find them in the "Guinness" book. For this purpose, we are here to present several cases of expertise (according to the proper case report) drawn up by the Institute of Forensic Medicine of Tirana, Albania.
