THE ROLE OF STRATEGIC PLANNING OF ARTIFICIAL INTELLIGENCE IN NATIONAL SECURITY AND POLICIES
Session
Security Studies
Description
Today, Artificial Intelligence (AI) is reshaping the field of national security, specifically by offering a range of advanced capabilities in defense, data analysis, and threat prevention. AI empowers critical capacities in cyber defense, significantly enhances military intelligence capabilities, and supports international crisis management through its ability to process large volumes of information in real time. However, strategic planning and especially the use of AI is accompanied by challenges, including the risk of misuse, ethical dilemmas related to autonomous decision-making, and the lack of a clear and sufficiently harmonized international legal framework. This paper aims to analyze the strategic role of AI in national security, including its planning, development, and policymaking, by examining its impact on areas such as cyber defense, threat detection, crisis management, and technology governance within ethical and legal contexts. Furthermore, the paper emphasizes the need for strict, sustainable national policies and international cooperation to ensure the responsible use of AI while maximizing its benefits in the field of security. In conclusion, the paper presents recommendations for designing a comprehensive strategy that addresses today’s technological, ethical, and political challenges, with the aim of strengthening national security protection and stability in a new, highly dynamic era of global threats.
