Security versus Resilience in the Age of Artificial Intelligence: Rethinking the Conceptual Order

The accelerating proliferation of artificial intelligence, particularly generative AI, confronts humanity with an epistemic and ethical disruption of unprecedented magnitude. In this emerging landscape, Gresham’s law—where “bad money drives out good”—appears to manifest metaphorically across social and technological domains. Authentic human communities are increasingly displaced by the simulated collectivities of digital networks, while traditional notions of security are yielding to the logic of resilience. Yet, the persistent conceptual ambiguity surrounding security, safety, and resilience impedes the formulation of coherent frameworks for the responsible governance of AI systems. This study advances a transformative theoretical model designed to clarify the conceptual architecture linking these terms and to illuminate their practical implications in the governance of intelligent systems. By integrating insights from systems theory, philosophy of technology, and logical analysis, the paper redefines the contours of the “security–resilience” dichotomy and proposes a framework capable of guiding adaptive, ethically informed responses to AI-induced disruption. The argument situates resilience not as a passive alternative to security, but as an emergent paradigm for navigating complexity, uncertainty, and moral risk in the algorithmic age.
