The right to housing is a fundamental human right. Housing provides shelter for individuals and families, enabling well-being and prosperity. Furthermore, providing housing for individuals and families enables them to focus on developing their welfare and household activities, thus improving their present and future. Given the importance of housing and its role in society and institutions, within their social policies, they have made adequate and affordable social housing one of the priorities of central and local institutions. Consequently, the central Institutions design and approve housing development strategies and policies to address the needs of citizens. These development policies are usually transformed into laws, objectives, projects, activities, and actions, which are adapted to international standards and practices. One of the development policies for quality and comprehensive housing is the treatment of housing according to the planning process through spatial planning documents, municipal profiles for housing, three-year municipal programs for housing, strategies for housing, and strategies for community development, together with strategic assessments. environmental and social, which must be within the technical norms of spatial planning and norms for housing. Treatment of the concepts of family and community economies, for the current living conditions in the municipalities of Kosovo. The needs and priorities of communities with social status, with low, medium income and young couples, related to their coping capacity of family economies. Addressing the indicators of how the conditions of the housing market affect the ability of individuals and families to be within the conditions for housing in the context of the development of communities in Kosovo. Analysis of the budget process and financial costs for the construction of houses and buildings for social and affordable housing
