Effective management of "Design and Build" contracts - Case study - Wastewater treatment plants in Kosovo

Session

Civil Engineering, Infrastructure and Environment

Description

This research aims to analyze the most efficient methods of applying "design and build" contracts, highlighting its advantages and shortcomings in implementation. All the investigation was done in the different projects of wastewater treatment plants completed in cities of Kosovo. The methodology of this study is based on the application of mixed methods: Qualitative and Quantitative in an in-depth analysis of the literature, the case study, and interviews with the actors of the project on the lessons learned regarding the use of this type of contract in these projects. To evaluate the efficiency of the management of "Design and Build" contracts, criteria such as compliance with deadlines, budget, and quality of work and risk management were used. The findings of the study indicate that to achieve effective design and build contract management for such important infrastructure projects, it is necessary to implement best practices for design and build contracts including early contractor engagement, a strong procurement process, clear contract preparation and open communication. It also reflects on "lessons learned" for future investments in the wastewater sector in Kosovo to improve the management of public infrastructure projects.
