Public procurement performance refers to the effectiveness and efficiency with which government entities purchase goods, services, and works to meet public needs while complying with laws and regulations and ensuring value for money. This study aims to empirically analyze the factors influencing public procurement performance in Kosovo. Public procurement represents a critical aspect of government operations, comprising a significant share of global public spending and playing a central role in delivering public goods, services, and infrastructure. Understanding the factors that affect procurement performance is crucial for optimizing the use of public funds and enhancing operational efficiency. Despite its importance, there is a notable gap in the literature regarding empirical studies focused on Kosovo, which this research seeks to address. The primary objectives of this study are to Identify and assess the key factors that influence public procurement performance. Examine the relationship between these factors and outcomes such as efficiency, effectiveness, transparency, and value for money. Provide recommendations to policymakers and practitioners to improve procurement practices and overall performance. By analyzing these factors, this study aims to offer practical insights that can help enhance procurement processes and achieve better outcomes in Kosovo’s public sector.
