Around the world, but also in Albania, a significant part of the population still lives in rural areas, or is closely related to them. And even where this population in numbers is relatively low, such as in England, France, etc., again the need to carry out works and services in rural territories, especially in agriculture, pastures, forestry, mountain tourism, etc, presents us with the alternative for the accessibility of these territories in different ways. And in this context, accessibility through highways is one of the most effective and modern ways. In summary, accessibility of rural areas, agricultural areas, pastures, forests, mountain area etc through automobilist roads, means the created opportunity, access or accessibility to reach, the people and the necessary tools, in the vicinity and within these areas, as well as the internal ex-tension of these areas, the penetration in various forms, including those in the form of a network, with the aim of reaching as many specific areas as possible, which need various works and services, in agriculture, forests, pastures, mountain tourism, etc., including the harvesting of agricultural products or wood material, other non-wood forest products, protection from fire, pests and diseases as well as for integrated and sustainable governance and management of natural ecosystems. The extension of road networks in rural territories has very essential specifications and must be carried out in the most optimal way with the aim that these territories are well served by the road networks, but this extension is as friendly as possible to the environment and with negative impact as minimal as possible in the environment. Contemporary studies conducted through modern computer programs have marked a lot of progress in this direction. We will deal with the above in our paper and presentation.
